While serving as Tulia City Manager Marshall would come visit with the Swisher Appraisal District staff at our afternoon break. I always enjoyed his dry wit. The City staff didn't feel as exposed to his wit.
We visited several times in Amarillo after I moved to Amarillo in 2010. Such a pleasant gentleman. Condolences to his family on his passing.
